The Cuban revolutionary regime has a well-documented history of confining non-violent dissidents considered threats to “state security” in psychiatric institutions and using psychotropic drugs and electroconvulsive therapy (ECT) to punish, intimidate, demoralize, and coerce them.

Amnesty International named Otero a prisoner of conscience on May 21^st (for the third time) and urged Cuban authorities to release him immediately and unconditionally.

Meanwhile, Otero’s fellow artists as well as many human rights activists and independent journalists have been prevented from leaving their homes for weeks. Five activists who staged a peaceful protest on April 30th at Obispo Street, Havana, in support of his hunger strike and a journalist are still in detention and awaiting trial for “public disorder and resistance.” For the last three days, independent journalist Mary Karla Ares, has been tortured with sleep deprivation, interrogatated every 5 to 10 minutes.

The rapper Denis Solis, whose incarceration and eight-month prison sentence for “disrespect” prompted a collective hunger strike last November is still in prison, with his family under surveillance.

What can we do?

Call on the World Psychiatric Association to expel Cuba and for medical and psychiatric associations of democratic countries to investigate and denounce psychiatric abuse in Cuba.

Call on governments from free countries to:

1. Demand an independent medical evaluation of Otero and, if he does not require hospitalization, his immediate release.
2. Demand that Otero be allowed access to telephone communication and regular visits from family, friends, journalists, and diplomats.
3. Demand the release of rapper Denis Solis and the six activists in prison: Mary Karla Ares, Esteban Rodríguez, Thais Mailén Franco, Inti Soto Romero, Ángel Cuza, and Yuisan Cancio.
4. Condition relations with Cuba and assistance to Cuba to the respect of human rights.

Call on the international media, especially outlets with correspondents in Cuba, to reject Cuban government restrictions and let the world know of Luis Manuel Otero’s situation and the restrictions on freedom of expression in Cuba. Contact Reuters, CNN, The New York Times, and others.

Amnistía Internacional nombró a Otero preso de conciencia el 21 de mayo (por tercera vez) e instó a las autoridades cubanas a que lo liberaran de forma inmediata e incondicional.

Mientras tanto, los compañeros artistas de Otero, así como muchos activistas de derechos humanos y periodistas independientes no han podido salir de sus hogares durante semanas. Cinco activistas que realizaron una protesta pacífica el 30 de abril en la calle Obispo de La Habana en apoyo de su huelga de hambre y una periodista, siguen detenidos y en espera de juicio por “desorden público y resistencia.”  Hace tres días que la periodista independiente Mary Karla Ares está siendo torturada sin permitírsele dormir con interrogatotios cada 5 a 10 minutos.

El rapero Denis Solís, cuyo arresto y sentencia a ocho meses de prisión por desacato motivaron una huelga de hambre colectiva en noviembre pasado, sigue en prisión y su familia está bajo vigilancia.

¿Qué podemos hacer?

Pedir a la Asociación Mundial de Psiquiatría que expulse a Cuba y a las asociaciones médicas y psiquiátricas de países democráticos que investiguen y denuncien el abuso psiquiátrico en Cuba.

Pedir a los gobiernos de países libres que:
1. Exijan una evaluación médica independiente de Otero y su liberación inmediata si no requiere hospitalización.
2. Exijan que Otero tenga acceso a comunicaciones telefónicas y visitas periódicas de familiares, amigos, periodistas y diplomáticos.
3. Exijan la liberación del rapero Denis Solis y de los seis activistas encarcelados: Mary Karla Ares, Esteban Rodríguez, Thais Mailén Franco, Inti Soto Romero, Ángel Cuza y Yuisan Cancio.
4. Condicionen las relaciones con Cuba y la asistencia a Cuba al respeto de los derechos humanos.

Pedir a los medios internacionales, especialmente a los que tienen corresponsales en Cuba, que rechazen las restricciones del gobierno cubano y den a conocer la situación de Luis Manuel Otero y las restricciones a la libertad de expresión en Cuba.
